General Rules and Regulations

Herein are the general rules and regulations, being approved by the members of the R.O.A Hunt Club, that are set forth for the purpose of governing our club.

All members are required to know and follow all rules here-in and abide by them. These rules and regulations are an integral part of this club and will serve to establish policies that help govern the R.O.A Hunt Club and all its members, associate members and guests.

All approved updates and changes to the rules will be posted on the website for all too see. Failure to follow these rules and regulations are terms for disciplinary actions as detailed in Article 8.

Ignorance of the rules is not a feasible excuse for breaking the rules. Asking for forgiveness instead of permission is neither accepted nor tolerated.

All members, as condition of membership, will be required to sign the Rules and Regulation Acknowledgment portion of the membership package, as a declaration that the member knows and agrees to abide by all rules and by-laws.



IS THIS CLUB FOR YOU?



The ROA hunt club is a club that is only possible with the joint sweat equity and ownership stake of each member.


Dues

Club dues come in more than one form.

1. First, the annual membership dues/cash to fund the business expenses.

2. Second, work that is required by each member, for the resource of the club; be it the maintenance of property, building projects, or joining the CAM and Feeder schedule, and the purchase or rental of equipment or any other requirements, to keep the club functioning.


If you are unwilling or unable to provide the sweat equity to keep the club going, this is not the club for you.


Board Of Directors (BOD)

The BOD is the governing body of the club as seen in ARTICLE 2. As such, the BOD reserves the right to work with the member(s), based on contributions and extenuating circumstances, and waive fees or disciplinary action, or come up with alternate solutions to issue that may come up.


Rules

If you are going to pick apart the verbiage of the bylaws, our guidelines, or operational procedures; this club is not for you.



ARTICLE 1 - CLUB LEADERSHIP & GOVERNANCE


LEADERSHIP

For a member to be considered for a position on the Board of Directors, they will need to be an active member of the club for at least 1 year and have attended 1 annual business meeting.


A. The ROA Hunt Club will have a Board, made up of Directors, as described in Article 2.

B. The club members, at an Annual Business Meeting, will elect the Board of Directors based on their willingness and ability to handle the open position(s).

C. Board members will serve for a term of 2 years.

D. No more than two Board members can come off the Board in one year unless circumstances are beyond the control of the Board.

E. Board members may be re-elected for the same or a different position once their term is up.

F. Board members may hold more than one position based on circumstance at the given time.


GOVERNANCE

G. The Board of Directors will be the governing body of the ROA Hunt Club.

H. The Board will meet at least twice a year in an Executive Session, outside of the yearly Business Meeting or any Special Business Meeting, to review and conduct club business.

I. The Board will make all decisions, pertaining to business, finances, membership within the club (present and future), properties, and rules and regulations.

1. Based on the size of the board, a simple majority greater than 50 % is all that will be required to be considered a quorum at a meeting.

2. Board members will have a single vote per person, regardless of the number of positions held.

i. In the case of a tie in voting, the President will cast the tie-breaking vote. (Refer to Article 2)

3. A simple majority vote is required to make changes.


J. Club members may petition the Board anytime on issues related to club business.

K. The board will review all petitions, discuss the issues, and decide.

1. Based on the potential magnitude of the petition/issue, the Board may decide to survey the members for their views, before deciding.


L. All members will live by the decisions and changes made by the Board.


ARTICLE 2 - BOARD OF DIRECTORS


The Board of Directors will be made up of a minimum of 4 Directors as follows:


1. President - will oversee the club and the board of directors. The President will be responsible for all Club business and will be the liaison between the Club and the landowners. The President will have rights to cast a deciding vote in the case of a tie. This will be the only instance where the Presidents' vote will count twice.

For a member to be considered for the position of the President, they will need to be an active member of the board and have served at least one term. They will assume all responsibilities, work, and functions of the current President either expressed or otherwise.

2. Vice President - will assist the President with overseeing the operations of the club. The VP will be the liaison between the board and members on any operational issue. The VP will be responsible for the enforcement of the club rules and regulations and imposing any fines. The VP will maintain a record of member attendance and makeup days. The VP will be responsible for the planning all club events.

The Vice President will take on the functions of the President should the President no longer be able to perform their duties until the next annual meeting.

3. Treasurer - will be responsible for the budgets, business plan, finances, purchasing needed items for the club, and making payments of club expenses.

4. Secretary - will be responsible for the websites (when possible), newsletters, communications, meeting minutes, member ID's and club records.

5. Grounds Coordinator (GC) - will be responsible for the properties and coming up with a plan for maintenance. The GC will be responsible for the planning and coordinating the workdays. The GC will work with the VP on recording member attendance as well as member owed/alternate workdays.

The GC will coordinate the maintenance and repair of all club assets such as the Club House, blinds, stands, feeders, food plots, brush removal, mineral licks, stands (placement, safety, and repair), fabrication, repairs, locks/keys, and posting/signs. (Should it pertain to the club)

ARTICLE 3 - MEETINGS

MEETINGS

Annual Business Meeting

A. The ROA Hunt Club will hold an Annual Business Meeting once a year.

B. The President and individual Directors will provide the members with an accounting of club business, finances, and a projected plan for the upcoming year.


Special Business Meeting

A. The Board can call a Special Business Meeting based on the following criteria.

1. Legitimate business needs.

2. To discuss important or unusual issues, that cannot wait until the annual meeting.


B. Members may petition the Board to call a Special Business Meeting.

C. The Board will review the petition and vote to grant, table, or deny the request for the meeting.

D. A simple majority of the greater membership must be able to attend the meeting, for the meeting to take place.


MEETING PROCEDURES

A. All meetings will follow Roberts Rules of Order.

B. Members will be presented with an Agenda for all meetings.

C. Members will have the right to petition the board/membership on all issues pertaining to business, finances, membership, lands, rules, and regulations.

D. A Proposal will need the following:

1. The board or member will make a proposal.

(Proposals should be written and presented to avoid confusion)

2. The merits of the proposal will be discussed.

3. A Motion needs to be made.

4. The Motion may be;

i. Amended

ii. Reconsidered

iii. Postponed

iv. Tabled

v. Appealed

5. The Motion will require to be sponsored - seconded.

6. Once a Motion is seconded, a vote will be called.

7. A simple majority will be needed for the motion to carry and changes to be made.

8. In the case of a tie in voting, the President will cast the tie-breaking vote.

(Refer to Article 2)

9. The Secretary must record the Motion and outcome of the vote in the minutes.


E. All members will adhere to the decisions made.

ARTICLE 4 - MEMBERSHIP | DUES | DECALS | DUTIES | DISPUTES

MEMBERSHIP

A. Members of the club (with full voting rights on any major changes in rules, land, and costs, etc.) are considered those members in good standing that have paid in full their membership dues.

B. All members will be provided with a rule book and/or have access to the online version of the rules on the website and will be required to read all the rules and regulations.

C. All members will be required to sign a form stating that they read and understood the rules and regulations and will abide by all that is written therein.

D. All members will be required to be in compliance with the club by having all paperwork completed.
Members will fill out membership packet and have a signed liability release form each year.
Without all paperwork completely filled out, the member will not be permitted to hunt.

E. All Membership types (Regular and JPM) will run from March 1st through the end of February.

1. A prior year’s membership in the club, in no way guarantees membership for the next year. Members will reapply for membership in the club on a yearly basis. Membership may or may not be extended to an individual(s), without the need for further explanation or justification. (See Article 1 section I)


2.** No member is to call the Landowners at any time other than for an emergency situation. Should a member contact the Landowners without prior consent from the President or his/her designate, it will be grounds for immediate expulsion from the club.**


DUES

F. All dues are required on or before March 1st.

G. Annual dues are set by the Club, as a corporate, and are $550.00 at this time.
Once annual dues are paid, no refunds will be granted.

1. The Board of Directors (V.P., Treasurer, Secretary and Grounds Coordinator) will receive a reduction in dues by $50.00 annually in appreciation for their contributions on the board running the club.

2. The President will not pay any annual dues, in appreciation for their contributions of running the club.


H. A onetime key and membership card deposit of $25.00 is required.

1. This deposit will be put in a separate account and not in the general fund.

2. Once a member decides to leave the club, the $25.00 deposit will be returned to them, once they have returned the keys, decals, and membership cards the club has provided them with.


I. All annual dues or deposits are required once members are accepted.

J. All members must pay dues and deposits at the time in which they are due, NO EXCEPTIONS!

K. Failure to pay the dues by the appropriate due date may cause a member to lose their membership for the following hunt season.

L. There will be no free memberships. Leasing land and maintaining a hunt club is a long-term capital commitment. All dues or donations are non-refundable.

M. Each paid membership with the ROA Hunt Club will be permitted a maximum harvest of 6 deer per hunting season.
See Hunting Rules and Regulations, Article 1 subsection C and D for futher clarification.


DECALS

N. Club decals will be displayed, in a highly visible location on all vehicles always, while on the property.
This is to include any guest vehicles. Decals for guests will be left at the club at a designated location and must be returned at the time the visit is concluded.

O. Club decals must be changed from year to year and all members must display only the current year decal on their vehicles. Failure to display the current year decal will result in disciplinary action and possible fines. All disciplinary action and fines will be determined by Board of Directors as described in Article 8.


MEMBERSHIP - DUTIES

P. All members are expected to assist with the duties of running the club.

Q. All members are required to enforce the rules and regulations should they see infractions, regardless of who it is, and then to report those infractions to the Board of Directors.


DISPUTES

R. All members having disputes are encouraged to try to work things out between each other. If that is not possible, all grievances will be brought before the Broad for intervention and resolution.

S. Any verbal directive given to a club member by a board member, related to workdays, hunter safety and payments, will be adhered to as if they were written in our Rules and Regulations.

ARTICLE 4A - JUNIOR PAID MEMBERSHIP(JPM) PROGRAM

Junior Paid Membership (JPM)

The Junior Paid Membership – is a membership for Associate Members, excluding spouses if married young, wanting to hunt more than the restricted 1 deer per season limit. There will be restrictions as to the age limit and what can be harvested. (JPM to include College or University (Undergrad only))

Age Restrictions: 13 -24 years of age

Dues/Costs (Currently)

A. Annual dues are set by the Club, as a corporate, and are:

Age: 13 to 18 - $175.00 per year

Age: 19 to 24 - 275.00 or ½ the cost of a regular membership


B. All dues are required on or before March 1st.

C. Once annual dues are paid, no refund will be granted.

D. A onetime key and membership card deposit of $25.00 is required.


Membership Package

A. JMP members will be required to fill out a JMP Membership Package.

a. Members under 18 will require a parent or guardian's signature

b. JPM members 18 and above will be able to sign for themselves.

B. JPM members will need to submit a picture for a club ID which they must always carry on them while on the property hunting or scouting.

C. JPM members are required to have a current decal on their vehicle while on the club properties.

D. All JPM Members will be responsible for their own actions.


Requirements

A. JPM Members will be required to review all club rules and adhere to them.

B. Workdays

a. JPM Members will be required to attend all workdays and actively take part in the workdays

b. Missed workday will follow the same rules as a regular club member

c. Not fulfilling the workday requirements means they are out of the JPM program for the current membership year and may not be allowed to rejoin the following year. All circumstances cannot be accounted for, refer to Article 9, line 10.


C. JPM Members will be required to have a valid NC hunters education course or equivalent course from a different state

D. JPM Members will be required to have a valid NC Hunting License if they are 16 years of age or above

E. If under the age of 16 at the time of membership, they will be required to have the proper license "Exempt Big Game Harvest Report Card".


Limitations

A. The JPM Members are Associate Members in good standing with the R.O.A Hunt club but have no voting rights and do not need to attend the Annual Business Meeting.

B. JMP Members are Associate Members and as such, do not have guest privileges.

C. JPM Associate Member must be in the same stand with the parent or guardian, to ensure safety and to provide educational opportunity during the hunt, unless the JPM Associate Member has proven they have passed the NC Hunters Education Course or equivalent from another state and has reached the minimum age of 14.

D. JPM Associate Members that meet the requirements above, can then hunt a different zone as their parent or legal guardian, but must be in radio, cellular or verbal communication with their parent or legal guardian until the age of 18.

E. JPM Associate Members that are 18 and above can hunt by themselves without a parent or legal guardian.


Hunting Rights

A. General Small Game and Bird, as well as Big Game, and bear hunting restrictions are as described in Article 5 and will remain in effect.

B. Deer limitations – Follows the NC Regulations

a. Deer that are harvested will not count toward the primary members limits.

ARTICLE 5 - ASSOCIATE MEMBERS

A. The R.O.A Hunt Club, its members and the Board of Directors assume no responsibility for any associate member that gets hurt in any sponsored activity on the club’s leased properties.

B. Associate members are considered the Club Member’s immediate family; children still in school (including College or University (Undergrad only)(Up to Age of 24)), and spouse.

C. Associate members are considered members in good standing with the R.O.A Hunt club but have no voting rights.

D. Associate members are the sole responsibility of the Club Member.

E. Associate members must have their names written on the Membership package in the “Participant” area by their Parent or Legal Guardian.

F. Associate Members must follow rules set forth by the R.O.A Hunt Club.

G. Associate members who are not hunting, may accompany a member as an observer as many times as they want without restriction.



Associate Members (Age 12 and under)

A. An Associate Member 12 and under must hunt with a parent or guardian and can hunt an unlimited number of times throughout the season.

B. The Associate Member must be in the same stand as the parent or guardian, to ensure safety and to provide educational opportunities during the hunt.

C. Associate members 16 and above must have a valid NC Hunting license to hunt on the property in accordance with NC Regulations.


Per NC regulations:

Youth under 16 are exempt from the hunting license requirement but must obtain a “License Exempt Big Game Harvest Report Card” when hunting deer, bear or wild turkey.

Youth hunting bear must also obtain a “Bear Management E-Stamp.”


((Associate Members are not allowed to hunt bear at the ROA Hunt Club))


NC Wildlife Regulation changes from time to time and will be adhered to, always.


D. The Associate Members will be allowed to harvest “2” deer per year. These deer will count towards the regular Members 6 deer quota. See Rules and Regulations Article 4 subsection M and Hunting Rules and Regulations Article 1 subsections C and D.



Associate Members (Age 18 and under)

A. An Associate Member may hunt with a Club Member, a parent or guardian, an unlimited number of times throughout the season.

B. Associate members 16 and above must have a valid NC Hunting license to hunt on the property in accordance with NC Regulations.


Per NC regulations:

Youth under 16 are exempt from the hunting license requirement but must obtain a “License Exempt Big Game Harvest Report Card” when hunting deer, bear or wild turkey.

Youth hunting bear must also obtain a “Bear Management E-Stamp.”

Youth who have not obtained a Certificate of Competency showing their completion of the hunter safety course must be accompanied by a properly licensed adult when hunting.


NC Wildlife Regulation changes from time to time and will be adhered to, always.


D. Associate Members that meet the requirements above can then hunt a different zone as their parent or legal guardian, but must be in radio, cellular or verbal communication with their parent or legal guardian.



Associate Members (Age 19+) (Meeting the Associate Member Requirements)

A. The Associate Member must have a North Carolina Hunting License.

B. The Associate Member will be limited to 3 hunts each year.

C. Additional hunting days will be granted for each workday attended on a ratio of 1:1.



Birthdays

A. If a birthday falls within the hunting season, the associate member will fall into the new category and abide by that set of rules.

B. If the associate members have already harvested a deer during the hunting season, they will not be able to shoot another deer until the next deer season.


Small Game and Bird Hunting

A. There are no restrictions on hunting, all bird species, small predator, or small game hunting.

B. Associate Members under the age of 18 will require parental or legal guardian supervision.


Big Game Hunting

A. Associate Members are not allowed to harvest or shoot bears.

B. The associate members 13 and older shall harvest only 1 deer per year.

C. The harvested deer of the Associate Member is counted towards the Club Members Quota.


ARTICLE 6 - MEMBERSHIP FILES/RECORDS

A. Each member will be provided with a membership list, with appropriate contact information. This list will be sent by email to the membership. Any changes in the information, should be reported to the President of the R.O.A hunt club.

B. The Board will keep records of the financial status, lease issues, rules changes, workday hours, etc. and they will provide members with updates as the Board deems necessary.

C. Falsification of any club records is terms for expulsion from the Club.

ARTICLE 7 - MEMBERS NOT IN GOOD STANDING

Not every condition or situation regarding conduct unbecoming a member can be accounted for and listed. It is at the discretion of the Board to take each situation into account and make a ruling.

The following will cause a member in good standing to become a “member not in good standing”. These may lead to possible probation, a fine or revocation of membership.

Members whose conduct puts the club or any landowner at risk of legal action can be expelled by a majority vote of the board. Members who are expelled will forfeit their dues, deposit, and all rights as members.

Members are responsible for the actions of their guests and their Associates Members.

A. No consuming alcohol or drugs on club property.

B. No hunting after consuming alcohol.

C. Firearm or weapons play of any kind.

D. Blatant disregard for the safety of oneself or other members.

E. No disorderly conduct will be allowed.

F. Failure to follow all federal and state laws.

G. Failure to follow the rules, regulations and bilaws.

H. Failure to pay your dues at the appropriate times.

I. Theft of any kind.

J. Harassment or fighting.

K. Falsification of any club records is terms for expulsion from the Club.

ARTICLE 8 - DISCIPLINARY ACTIONS AND FINES

While the Board of Directors, would rather not have to have this section in our Rules and Regulation, it is necessary to effectively run and maintain order in the club. Members who disregard the rules set forth can be expected to face disciplinary actions.

A. Monetary fines may be levied on members that disregard the rules.

B. Should a Board Member be disciplined then a club member will be brought in to take part in the disciplinary proceedings.

C. All Monetary fines will be at the Board’s discretion and will vary depending on the level of the transgression but will not exceed a maximum of $350.00.

D. Monetary fines can compound should the member not take or delay action on a verbal or written warning.

E. Disregard of the rules may cause the loss of hunting privileges for a time or season or immediate expulsion from the club. All incidents will be handled on a case-by-case basis.

F. All disciplinary action that is cause for revocation of membership will be presented to the member in a written form.

G. All members will have the right to petition the Board on disciplinary actions through the office of the Vice President.

ARTICLE 9 - WORK DAY POLICY

All members and JPM's, ((hence forward referred to as Members in this Article)) regardless of full or partial membership status, are required to attend a minimum of four (4) 8 hr workdays.

Participation in workdays is mandatory and of great importance to the club. We value the time, effort, and expertise every member brings to the club. The club wants members to assist in the workload of setting up and preparing the hunting season on workdays.

1. Members will be notified in advance of each workday.

2. Workdays will be posted to the club website.

3. Members are required to attend all workdays. If scheduling is an issue, work with the Grounds Coordinator to schedule a makeup workday.

a. The scheduling of a makeup workday must be completed within 10 days of missing the original workday.


4. A makeup workday is to be completed by the agreed upon time, worked out by the member and the Grounds Coordinator or BOD.

a. Members may be granted the opportunity to make up the missed workday(s), on the CAMs and Feeder rotations.


5. A missed and or unscheduled workday (within the criteria defined above) will result in a fine of $100.00 per workday missed.

a. All members will only be allowed to pay for 1 missed workday per year.


6. A member will complete the workdays with no exceptions, excluding a physical limitation, per membership year. Failure to complete the required workdays will put the member at risk of losing their membership in the club.

a. Days may be waived, and a $25.00 fee paid in lieu of, pending member's physical limitations only.


b. Members may pay a reduced penalty of $25.00 in lieu of a workday should distance be a factor. Distance to the club property must be greater than 2 hour's drive, one way, or 100 miles to the member personal residence.


7. Alternate workdays on club properties, outside of the CAM and Feeder Rotation, will not be done by a single individual, due to risk or injury and liability to the club.

a. Alternate workdays must be approved by the GC and the BOD.

b. Alternate workdays will be run by one of the BOD members except for the Feeder and CAM rotation.


8. Special projects and workdays, outside of a normally scheduled workday, may be presented to individuals to make up time owed or put in extra time. The assignment of these workdays and projects are not guaranteed and how they are allocated will be at the sole discretion of the BOD.

a. Special building projects will be presented to the BOD for approval.


9. As requested by the BOD, individuals that go out to procure, or prepare building materials for projects and workdays, will have their time counted against what they owe to the club.

10. All circumstances cannot be accounted for, as such the Board of Directors reserves the right to work with the member(s), based on contributions and extenuating circumstances, to waive fees, disciplinary action, or come up with alternate arrangements and solutions to workdays missed.

11. All workdays must be completed by the last scheduled workday in September unless prior arrangements have been approved by the BOD and or Grounds Coordinator, or the member has been added to the Cam and Feeder Rotation.

ARTICLE 9A - WORK DAY POLICY - CAMS AND FEEDERS

1. The Cam and Feeder schedule/rotation is not, and will never be, an alternative to the scheduled workdays.

2. Members may be granted the opportunity to make up the missed workdays, on the CAMs and Feeder rotations as a courtesy.

3. For those that owe time and are added to this schedule.

a. 1 owed regular scheduled workday will require 1 days on the Cam and Feeder rotation.


b. Cards need to be changed and feeders filled at all properties during the time allotted, typically one week.


c. Cards need to be delivered to the President or Grounds Coordinator for processing in a predetermined and agreed to method.


4. Should every member complete all the workdays, then every member will take part in the CAM and Feeder schedule.

ARTICLE 10 - RECEIPTS, CREDITS AND PAYMENT ACKNOWLEDGEMENT POLICY

1. All items bought for the club, with the consent of the Board, will require a copy of the original receipt for full reimbursement or credit towards money's owed to the club.

2. It will be the sole responsibility of the member who made the purchase to turn in a copy of all receipts to the Club Treasurer alone and retain the original for their records.

3. All dues (cash or checks) will likewise will be the sole responsibility of the club member to turn into the Club Treasurer at the appropriate times.

4. No Board Member, other than the Treasurer, may accept receipts or dues from any club member.

5. The Treasurer will acknowledge the amount for the receipt or dues by email to the club member, cc'ing the president and vice president within 24 hours.

ARTICLE 11 - GUEST POLICY

A. All Hunting and Non-Hunting Guests are to be scheduled through the office of the Vice President, prior to being allowed on the properties.

B. Only Full Members, not JPM's or Associate Members, have the privilege of bringing a guest and that is limited to 1 guest per year.

C. Guests are limited to 1 visit during the calendar year.

D. Guests are required to sign a liability release form, which must stay at the club house or sign in box, on record.

E. All guests must be 18 years of age to sign the Liability Release Form.

F. Guests under the age of 18, must have a legal Guardian sign the Liability Release Form for them and have that signature witnessed.

G. Guests must always carry on them their guest permission form.

H. Once a Guest has been on the properties, they cannot be a guest of another member.

I. Guest limits will not apply to any club organized hunting event such as a "Dove or Quail Hunt". These events are Club sponsored and may be open to the public as the club deems fit.

J. There will be a limit of two Guests on the property to hunt at any given time unless they are there as part of an organized event or approved by the Vice President.

K. The Board of Directors (BOD) will review all requests for exceptions to the Guest Policy and can either grant it or refuse it at their discretion, without the need for any justification.


ARTICLE 11A - HUNTING GUEST POLICY

HUNTING GUEST

A. Guests must hunt the same hunt unit or stand areas as the member, unless a consensus is agreed upon that AM or PM, by hunter’s present. Then the guest will be allowed to hunt another hunt unit/zone.

B. Hunting Restrictions

a. Guests cannot hunt prior to Dec 1st when hunting big game or waterfowl.

b. Guests are not allowed to hunt bears.

c. Guests are limited to harvesting 1 antler-less deer during the deer season.

d. When hunting waterfowl, guests must follow NC State Regulations

e. When hunting Turkey, guests are allowed 1 Turkey. (The harvest of a Turkey by a guest will count towards a member’s legal limit)

f. There are no restrictions on guests hunting predators or small game.

ARTICLE 11B - NON-HUNTING GUEST POLICY

NON-HUNTING GUEST

A. Guests must be with the Member in the same unit or stand areas always.

B. Non-hunting guests are not allowed to carry on them any form of weaponry that can be used in the harvest of game animals.

C. Non-hunting guests will not fall under the restriction of the Dec 1st timeframe.

ARTICLE 12 - SIGN IN /OUT PROCEDURES

A. Members must sign in and out and make clear the hunt units or stands they intend to hunt prior to entering the selected hunt unit. Members must sign in, in person. No one else is allowed to sign in or out any member who is not present.

B. Any Associate Members or Guests (Hunting or Non-Hunting) must be signed in and out by the member under the member’s name.

1. All Associate Members and Guests (Hunting or Non-Hunting) must follow the Guest and Associate Member policies.

1. All members are encouraged to join the FB Club page.

2. All members are encouraged to try to log in and out on the FB Club page as an added safety benefit.


D. If more than one member is present at sign in, then they may draw for sign in order. Members with a youth will have first choice. A youth must be hunting and carrying a weapon to qualify for first choice. If a youth is just tagging along, then the member will draw as usual and have no preference.

E. If the member is planning to use a climbing stand, setting up a lock on stand, using a harness or a pop-up blind, the member will indicate that on the sign-in sheet and will indicate the closest hunting unit/zone to where they will be hunting.

F. Members are limited to one unit/stand area per day during deer season unless the member is moving to a unit that is not being used.

G. During turkey season, members will be allowed to sign into multiple adjoining units at a time if available. Members will take into consideration the natural flow of the land and units. Units cannot be separated by streets/roadways (paved or unpaved).

H. Members are encouraged to communicate with other members, concerning hunting in adjacent hunt units, for safety purposes. For this, we encourage all members to always carry a radio and/or cell phone with them.

ARTICLE 13 - HUNT CLUB GROUNDS

***There is to be no hunting into any field that has livestock on it.***


All members will be required to download HuntStand App. This App will be used to provide realtime updates to Hunting and Parking Areas for all Properties.

A. All terms of the Landowners' leases will be observed.

B. While at the Club Sign-in area, the safe operation of firearms must be followed at all times. All long arms must be unloaded (no bullet in the chamber) and actions open or firearm must be cased, and all side arms are to remain holstered.

C. The hunting grounds (woods and fields), club area, and parking areas will be required to be maintained clean and all trash must be removed. (This is to include all spent cartridges and spent shells.)

D. Gutting area must be kept clean of all harvest remains.

E. Access to the bathroom will be at the farmer's office on Keener Property.

F. Nails may be driven into trees, as long as the nails are not galvanized or potentially harmful to the trees. Please take care to learn what is and is not harmful to the trees before causing damage.

G. All Members and/or guests must wear an orange hat and vest, visible from all sides, when on club grounds while hunting during the deer muzzle-loader or gun season with the following exceptions:

1: While in a vehicle.

2: At the club house, sign-in locations or parking areas.

3: When in an elevated hunting stand or blind, only a blaze orange hat is required.


At all other times during open season for all other game, all members, associate members, and/or guest(s) will abide by NC Game Regulations for required use of blaze orange while hunting on club grounds.

Failure to abide by these rules will warrant disciplinary actions as determined by the Board.

H. Anyone hunting with a high-powered rifle must be in an elevated position. An elevated position is defined as a minimum of 8 feet of the ground, at your feet. This is per our lease and does not necessarily follow state and county law.

Excluded from this rule are .22 caliber rim fire rifles, all handguns' calibers, muzzle loaders, and shotguns (buck, bird, and slug shot).

Per NC hunting regulations, Pg 41 Pistol Section... "Deer and bear may be taken with a handgun during the established gun hunting season. There are no restrictions on barrel length or caliber."


NC Wildlife Regulation changes from time to time and will be adhered to, always.

ROA Hunting Rules and Regulations


I. Gates are to be locked at all times unless in use by the farmer. Any gate open by a member, especially those that are used to corral any farm animal, must always be closed behind the member. All members will be provided a key for Access.

Do not provide your key to anyone at any time.

J. Hunting zones and parking areas will be designated on the maps at each sign-in location or on the HuntStand App.

K. No parking on any property that is not under R.O.A Club management. This is to include property neighboring ours, that is under B.C. management.

L. No parking in front of any feed troughs or any gates.

ARTICLE 14 - STANDS, BLINDS, FEEDERS, AND CAMs

Members are encouraged to place Stands, Blinds, Feeders and Cams in the woods, to hunt.


A. Safety when placing Stand and blind is essential.

1. All Stands, Blinds, and Feeders placed on the property, that are not removed at the end of the hunting day will be considered semi-permanent. These will be immediately reported to the Grounds Coordinator.

2. Stands, Blinds, and Feeders will not be set up within 200 yards of another stand or locations, unless otherwise approved by the Grounds Coordinator.

3. A unit designation will be given to the Stands, Blinds, Feeders and Cams and shared with the membership of the club.

4. All built stands or blinds, on club properties will be built using club materials.

5. All built stands or blinds are the property of the ROA Hunt Club.

6. All building materials used in the construction of a stand or blind that is not club property, and is provided by a club member, will be considered a donation and will be the sole property of the ROA Hunt Club once the stand or blind is built.

7. All donated material will not be returned to the donating member.


B. Stands must be installed in a safe manner on a tree between 14"-18" where the top of the stand meets the tree. Stands should not be made of wood (except tower stands and shooting houses), but permanent wood stands may be built in some circumstances with the consent of the Grounds Coordinator.

C. Placement of stands or blinds cannot be put directly on any known deer routes so as not to interrupt the natural migration patterns of the deer. Stands and blinds must not be in the direct path of another members firing lane.

D. If a stand or blind is deemed unsafe by the Grounds Coordinator, then the member will need to move the stand or blind in a manner as to make it safe.

E. While hunting a stands or ground blind during muzzle loader or gun seasons, hunters will be required to wear a hunters orange vest and hat while walking from the designated parking area to and then coming back from the blind or hunting stand.

F. Hunters should use safety harness while in ladder stands and should have a radio and/or cellular telephone with them in case of emergencies.

G. Hunters who use a climbing tree stand, saddle hunt, use any form of hang-on stands, a build ladder stand that was not store purchased and meets safety standards, a ladder stand that has no sides such as a gun rest, or a built elevated wood stand (other than a free-standing box stand) MUST always use a safety harness.

H. Hunters may hunt other members stand or blind, provided they have properly signed out that hunt unit.

1. Members must realize that should the owner of the stand or blind want to hunt their location then the member will need to move to a new location.

2. Common courtesy should always apply, as one of your fellow members has put in the work to place this stand in this location.


I. Remove all trash, cartridges and spent shells from your hunting areas. Always practice good woodsman-ship.

J. No hunting within 100 yards of a stand, that has a member in it, from the ground or from a climbing tree stand unless both members agree beforehand or it’s a guest or an associate member of the member in that stand.

K. Non-Club owned stands and blinds should have members' name on them.

L. If you hunt on or near a travel road, expect vehicle traffic at any time.

M. No deer hunting on any road that receives regular vehicular traffic on our properties from a stand or other position shooting directly down the road.

N. No shooting beyond the boundaries for our property, unless otherwise approved by the Board of Directors.

O. No target shooting on the Club property at any time, unless otherwise approved or in designated areas.

P. In time all club boundaries will be clearly posted. During workdays club members will work to get all boundaries posted.

Q. All parking areas will be made clear to members and hunt units will be clearly marked on maps or in the Huntstand App.

ARTICLE 15 - ATV's

A. The use of ATV vehicles is permitted under the following conditions. (Courtesy to fellow hunters should always be considered)

1. The use of ATV vehicles is allowed for work purposes during the off season

2. ATV's may be used during the hunting season to retrieve big game from remote areas.

3. Care needs to be taken to minimize the destruction of property, making ruts, and disruption to other hunters and game.

4. ATV's may not be used to transport hunters to locations during the hunting season. See Exemption in "B" below.

5. ATV's may be used like a vehicle, in the manner of driving out to and parking in a designated parking area.

6. AVT's may not be driven out to the actual stand unless the special exemption below applies.


B. A special exemption, regarding ATV use, is granted to hunters who have medical disability.

1. ATV may be used like a vehicle, in the manner of driving out to and parking in a designated parking area.

2. ATV may be used to transport a hunter to and from a stand location.

3. The ATV must be parked in a manner that will not disrupt other hunters or game.

ARTICLE 16 - CLUB SUPPLIES

A. The ROA Hunt Club will purchase feeders, cameras, mineral blocks, feed and food attractants, and other supplies needed, as the budget allows. These will be placed in strategic locations around the property. These locations will be marked on the maps or in the HuntStand App.

B. The club will purchase building materials for all projects.

1. Materials provided by a member will be considered donations and will become club property.


C. Supplies will be purchased for the club at the discretion of the board, providing funds are available.

D. All supplies will be the sole property of the ROA Hunt Club.
