ROA Hunting Rules and Regulations

Herein are the hunting rules and regulations, being approved by the members of the R.O.A Hunt Club, that are set forth for the purpose of governing our club. All members are required to know and follow all the rules herein and abide by them. These rules and regulations are an integral part of this club and will serve to establish policies that help govern the R.O.A Hunt Club and all its members, associate members, and guests.

All approved updates and changes to the rules will be posted on the website for all to see. Failure to follow these rules and regulations are terms for disciplinary actions as detailed in Article 8 in the General Rules and Regulations.

Ignorance of the rules is not a feasible excuse for breaking the rules. Asking for forgiveness instead of permission is neither accepted nor tolerated.

All members, as a condition of membership, will be required to sign the Rules and Regulation Acknowledgment document, as a declaration that the member knows and agrees to abide by all rules and bylaws.



ROA REGULATION TERMS AND DEFINITIONS


Level - is defined as a being on the ground, regardless of the elevation of the ground (Hills/ Valley’s /Berms)

Elevated Position - is defined as being a minimum of 8 feet above the ground, at your feet.

Hunting From The Level – is defined as any form of active hunting from a ground blind, popup blind, pit blind, and or stalking from the ground.

Shooting From The Level - is defined as the act of walking up on a deer, as you make your way to and from your signed out stand, adhering to the terms described below and harvesting a deer from the level, or harvesting a deer that you shot from the level, while in the process of tracking the deer.


ARTICLE 1 - HUNTING REGULATIONS


***There is to be no hunting into any field that has livestock on it.***

A. All members will follow the North Carolina Wildlife Regulations as it comes to all game hunting.

B. Per the NC guidelines of the hunting regulations of the state of North Carolina, baiting for deer is legal and allowed. The use of feeders and mineral licks is permitted and encouraged.

C. Members will adhere to a 2 bucks per season limit. This is an ROA Hunt Club limit and does not necessarily adhere to state limits.

D. Each paid membership with the ROA Hunt Club will be permitted a maximum harvest of 6 deer per hunting season.

E. Members are responsible for ensuring that all associate members and guests follow the harvest rules.

F. Any buck taken by an associate member or guests, will count towards the member’s limit.

G. During all “Deer Drives” club members, associate members, or guests participate in on our properties, a designated Field Marshal will be chosen to coordinate the hunt and the hunters’ locations/set up for hunting. All members will follow all rules or guidelines set forth by the Field Marshall.

H. All harvested game will be taken back to the designated gutting area at the club or off site for processing.

I. All game animals harvested during any season will be logged on the appropriate harvest sheets, notating date, time, hunt unit, type of kill, sex of animal, pertinent information, and approximate weight.

J. All harvested animals require a picture be taken and sent to the President for the website.


ASSOCIATE MEMBERS - BIG GAME HUNTING

K. Associate memberS are entitled to harvest only 1 deer per year.

L. The harvested deer of the Associate Member is counted towards the Club Members 6 Limit Quota.

M. Associate Members are not allowed to harvest or shoot bears.


ASSOCIATE MEMEBERD - SMALL GAME AND BIRD HUNTING

N. There are no club rules. NC game regulations apply.


Failure to abide by these rules will warrant disciplinary actions as determined by the Board.

ARTICLE 2 - HUNTING - BLAZE ORANGE

A. All members, associate members and/or guests must wear an orange hat and vest, visible from all sides, when on club grounds during the muzzle-loader or gun season with the following exceptions:

1: While in a vehicle,

2: At the club house or sign-in locations and parking areas, or

3: When in an elevated hunting stand or blind, only a blaze orange hat is required.


At all other times, during the open seasons for all other game, all members, associate members, and/or guest(s) will abide by NC Game Regulations for required use of blaze orange while hunting on club grounds.


Failure to abide by these rules will warrant disciplinary actions as determined by the Board.

ARTICLE 4 - HUNTING - HIGH POWER RIFLE


A. THERE WILL BE NO HUNTING FROM THE LEVEL WITH A HIGH-POWERED RIFLE!

B. Anyone hunting with a high-powered rifle must be in an elevated position.
The elevated position is a minimum of 8 feet of the ground at your feet.
This is per our lease and does not necessarily follow state and county law.

** Excluded from this rule are .22 caliber rimfire rifles, all handguns calibers, muzzleloaders and shotguns (buck, bird, and slug shot).

Per NC hunting regulations, Pg 41 Pistol Section... "Deer and bear may be taken with a handgun during the established gun hunting season. There are no restrictions on barrel length or caliber."


NC Wildlife Regulations changes from time to time and will be adhered to, at all times. **


ARTICLE 5 - SHOOTING FROM THE LEVEL - HIGH POWER RIFLE


SHOOTING FROM THE LEVEL WITH A HIGH-POWERED RIFLE IS ALLOWED UNDER THESE STRICT CIRCUMSTANCES

A. There will be no shooting from the level 15 minutes prior to sunset.

B. There will be no shooting from the level until 15 minutes after sunrise.

C. Until your target is fully visible and in good light, do not even raise your scope to see it, use binoculars.

D. Positively identify your target and make sure of what lies beyond it.

E. If you don't have a clear shot, a safe backstop or background, DO NOT TAKE THE SHOT!

F. There will be no shooting at any animal on the run from the level.

G. There will be no shooting any animals on top of ridges or hillsides as you do not know what is on the other side.

H. There will be no shooting from the level towards, parking areas, streets, homes, buildings, or fields with cattle.

I. There will be no shooting from the level towards stands or field entry points.

J. Due to the potential consequences of shooting from the level, anyone that is caught breaking these rules will face potential expulsion from the club.


ARTICLE 6 – QUALITY DEER MANAGEMENT (QDM)


A. To manage and grow our deer herd, all members will observe the minimum standards of Quality Deer Management.

B. A Non-Quality Deer - Is defined as all deer that fall outside the parameters defined below.

1. A Quality Buck - Is defined as a buck with a minimum outside antler spread of 15” and weighing around 140 pounds.

2. A Quality Doe – Is a Doe defined as a mature deer weighing around 85+ pounds.


C. Genetics Issues or Diseased Deer

1. Visibly diseased deer, a doe, or a buck, having issues like but not limited too; Hemorrhagic Disease (HD), Blue Tongue (BTV), Deer Warts, Chronic Wasting Disease (CWD) or Mange, must be taken out of the deer population.

2. Genetic issues that are visible such severely malformed antlers (not to include a non-typical antler deer), or Albino and Piebald deer, must be taken out of the deer population.

3. Deer harvested, falling into this category, must have picture be taken and provided to the board.

4. Upon harvesting a deer with a disease or genetic issues, the hunter must contact the District Biologist or the Wildlife Management Division at 919-707-0050 to report it.

5. If the criteria above are met, no fine will be incurred.

6. Deer that are diseased or have genetic issues may or may not count as part of the overall limit or the member.


ARTICLE 7 - QUALITY DEER MANAGEMENT (QDM) EXPANDED || EXCEPTIONS


A. All Non-Quality deer (does or bucks) shot by a Member, their Associate Members, or Guests, will be subject to a $100 penalty and will be the sole responsibility of the member, pending Board review.


Exception:

1. The first deer of a child under the age of 16 or a first-time hunter who has never harvested a deer, may be a buck or doe of choice.

2. The deer of choice will count towards the members harvest limit.

3. Fines must be paid in full, before the member will be allowed to hunt.

4. Failure to pay the fine in the timeframe worked out by the BOD will subject the member to losing their membership in the club immediately and the member will not be allowed to reapply for membership the following year.


B. Non-quality bucks will count toward the Members 2 buck limit.

ARTICLE 8 - COYOTE HUNTING & BOUNTY


All North Carolina Hunting laws apply and supersede any rule written below.

Controlling the predator population is of key importance to a healthy population of prey and to the livestock on our landowners’ properties.


A. Every member is encouraged to kill all coyotes they may see on club properties.

B. Members are encouraged to use every legal tool at their disposal such as digital calls, night hunting equipment and spotlighting to harvest coyotes.

C. A bounty of $50 total per year will be given to the member that shoots the most coyotes.

a. Payment is to be made at the annual club meeting or it can be worked out with the Treasurer.


D. All harvested coyotes must be presented to the Grounds Coordinator (GC) to receive the bounty.

a. A member must be signed in, both on property and on FB as hunting.

b. Picture proof of the location, hunt stand # or some identifying location of the properties, in which the coyote was harvested must be presented via text or email.


E. If there are members that are tied in number of coyotes harvested, then the tie breaker will be:

a. Most females

b. Weight
